ATRIUMproperty at West Sussex - a Case Study.
West Sussex County Council is a major client of ATRIUM Software Ltd, and their Property Services department has been using the ATRIUMproperty system to help them undertake statutory and corporate property and asset management work for some time. Recently the Council has begun to extend its use of ATRIUMproperty, with the intention of incorporating estates and occupancy information and taking advantage of the software’s potential to create a fully integrated, web-based corporate asset management system. The work described below demonstrates how these objectives are being realised.
The ability of ATRIUMproperty to define the property portfolio both in terms of its physical and functional structure has enabled West Sussex Property Services to organise its property database simultaneously in terms of sites, buildings, blocks, rooms, spaces and assets, and in terms of its different corporate users and the spaces they occupy, own or lease. Defining its built property portfolio in this logical way has helped the Council to perform detailed suitability, usage and net capacity assessments, as well as generate a wide range of reports from a physical or functional perspective. Furthermore, valuation calculations will be integrated with building data to determine rebuild costs to sub-building level.
Using a range of ATRIUMproperty special features, the Council is currently surveying its built assets to identify defects and remedial costs within a rolling condition survey programme. Surveyors are using the ATRIUMproperty Stand-alone Data Entry (SDE) and Specialist Surveys modules to record survey details on handhelds using a customised survey form. The data is then uploaded, appraised for quality and accepted into the database. Condition information will be analysed for strategic planning and review and for capital investment prioritisation.
